Joseph W. O’Neill, Jr. is Chief Operating Officer with 35 years of experience and a proven track record of transformation, financial, and operational excellence designed to improve profits and productivity. Bringing a customer-focused philosophy, he offers extensive leadership with operations management, portfolio accounting, fund administration, risk management, ASC 820 valuations, business development, including portfolio data analytics, audit, compliance, and SEC oversight. His engineering and finance background enables him to effectively champion and implement cross-industry uses of automation and technologies.
Prior to joining BPA in 2020, Joe was a finance and business development executive for U.S. Immigration Fund, a $2.8 billion AUM firm where he spent over 4 years in Asia raising capital and establishing agency networks. For 13+ years Joe was the CFO, COO, and CCO for Otter Creek Management and Otter Creek Advisors, the GP and management advisers of two L/S equity hedge funds and three ‘40-Act liquid-alt L/S mutual funds. He transformed prime broker and administrator processes to provide scalability and helped raise over $1 billion while being responsible for legal, IT, audit, SEC, tax reporting, investor due diligence and communications. Joe acquired ERISA fiduciary and QPAM designations that permitted the management of State pension assets and implemented rigorous protections and policies to supplant Firm and SEC requirements. Prior to joining Otter Creek, Joe consulted for Intertrade Corporation, supporting internet banking structures and did M&A and business development for Florida Crystals Corporation throughout Central and South America. He was an officer and Vice President at Ocwen Financial Corporation, responsible for retail and electronic banking, secured credit card operations, unsecured recoveries, and sub-prime residential lending. Joe started his career in manufacturing at Chrysler Corporation as an assembly production supervisor and Rockwell International Corporation as a program manager and has programmed in multiple computer languages and settings ranging from factory robotic vision systems to banking and investment management core system applications.
Joe received his B.S. Industrial Engineering from Lehigh University and his M.B.A. from The University of Michigan, Ann Arbor. He holds active FINRA Series 66, SIE, and Series 7 licenses and a Blockchain Technologies executive program credential from the Massachusetts Institute of Technology.
